Iran 2005, OCV Irak in Qom

Ik ben weer thuis.

We hebben in Qom uitstekend werk afgeleverd. Het was een hele klus om alles voor elkaar te krijgen rondom de organisatie van de out-of-country voting voor de Irakese verkiezingen, maar het is allemaal gelukt.

Februari stond in het teken van de afbouw van het veldkantoor. ook een hele klus. Het kantoor moest weer leeg opgeleverd worden. Dat betekent alles inpakken. De laatste dag deed ik mijn werk op de grond.

The elections in Iraq are considered a great succes throughout the world. Not only in the country Iraq but also outside many Iraqis took their democratic rights to vote for these first democratic elections.

USA Today wrote: "Monica Ellena, spokeswoman in Tehran for the International Organization for Migration, which organized out-of-country voting for Iraqis in 14 nations, said anyone who observed an irregularity was entitled to file a complaint.
More than 60,000 Iraqis registered to vote in Iran, the highest number outside Iraq. Most went to Iran in the early 1980s to flee Saddam's regime. By Saturday, 67% of them had voted, Ellena said."

And further: "Of those registering in Iran, the largest group, 21,000, registered in Qom, said Ans Zwerver, a former Dutch senator. More than half had voted by Saturday, she said. But several hundred people waited patiently to cast ballots Sunday in the Najaf center."

Head of Qom Out-Country-Voting (OCV) sub-office Ans Zwerver here Wednesday said that to avoid overcrowding, eligible Iraqi voters residing in Qom who have registered for OCV had better cast their votes on Saturday and Sunday to let the residents of nearby cities of Kashan and Saveh to vote.

Speaking at a press conference held at the United Nations Information Center, she expressed satisfaction with the number of Iraqis who turned up at the two registration centers in the city of Qom to register for the upcoming National Assembly Election. "Upon arrival at the registration centers in Qom which consist of one for female voters and another for male, eligible Iraqi voters turned to the proper station to register," she added.

In the Islamic Republic of Iran over 61,000 Iraqis registered to vote in Tehran (20,193) - Ahvaz (9,709), Kermanshah (3,101), Mashhad (4,440), Orumiyeh (2,397) and Qom (21,068).

Tehran: Over 280,000 expatriate Iraqis around the world have registered to vote in Iraq's Transitional National Assembly Election through the International Organization for Migration's (IOM) Out-of-Country Voting (OCV) Program.

Vandaag was het een topdag in Qom voor onze registratie teams. Bussen vol met mensen uit Esfahan. Kashan en Saveh kwamen naar Qom.

De mensen kwamen niet alleen om zich te registreren. In Iran wordt vandaag het slachtfeest (Eid) gevierd. Op zo'n dag komen er veel mensen naar de heilige stad Qom.
De Irakezen onder hen namen de gelegenheid te baat om zich te laten registreren.

Tehran, I.R. Iran: A total of 9,185 expatriate Iraqis have registered to vote in the Islamic Republic of Iran on the first two days of registration for the International Organization for Migration's Out-of-Country Voting (OCV) Program for Iraq's Transitional National Assembly Election.

On 17 January, Iraq OCV opened 12 registration centres in I.R. Iran with a total of 70 stations. Similarly registration facilities opened in 13 other countries hosting the Program across the Middle East, North America, Europe and Australia. Registration is necessary for any expatriate Iraqi wanting to participate in the Out-of-Country Vote. Facilities will be open every day from 08:00 to 17:00, until 23 January.
"It has been an enormous challenge to set up registration and polling facilities in 6 cities across the Islamic Republic of Iran - stated Kate Pryce, Head of Country. "But we have met the deadlines, now we sincerely hope that Iraqis residing in Iran will show their interest by registering to vote in this historic election. The response of Iraqi people in the first two days has been very positive, we hope it will continue in the coming days."

Mijn standplaats is Qom in Iran. Ik heb nog weinig van Qom gezien. Het is een heilige stad, overal zie je de mullahs. De vrouwen gaan totaal in het zwart gekleed over straat. Het is onmogelijk om een stukje van hun haar te zien.

In Qom ben ik hoofd van het veldkantoor voor het out of country voting voor de verkiezingen in Irak. De directe staf bestaat uit 7 internationale experts, hoofd van het kantoor, operatie, logistiek, personeel, trainer, voter-education, veiligheid en administratie. Iedereen heeft een assistant. Op kantoor hebben we ook nog iemand voor IT. Daarnaast zijn er 14 veldcoördinatoren voor voter education, 2 coördinatoren voor training en de staf voor de registratie/stembureaus (104 mensen). Om alles draaiende te houden lopen er nog de nodige chauffeurs, schoonmakers en bewakers rond.

Het jaar begint gelijk spannend. Op 1 januari krijg ik een telefoontje uit Jordanië. Of ik in Iran leiding wil geven aan een veldkantoor. Dit veldkantoor moet zich bezig gaan houden met het registreren en organiseren van de parlementsverkiezingen in Irak. In goed nederlands: Out Country Registration en Voting. Irakezen, die in Iran wonen, kunnen zich als stemgerechtigde laten registreren zodat ze op 30 januari ook kunnen stemmen.
Een spannende, uitdagende klus.

De grote vraag is dan: moet ik dit gaan doen?
De verkiezingen in Irak zijn niet direct mijn verkiezingen, maar .....als er verkiezingen zijn, dan moeten deze wel goed georganiseerd zijn. Iedereen moet dan de kans krijgen om te stemmen. Ook de Irakese vluchtelingen in Iran.
